How to Check an Arizona Painting Contractor's Licence

It takes about two minutes and it is the single most useful thing you can do before signing anything. Here is the threshold, the classifications, and what you lose without one.

Most homeowners ask whether a contractor is licensed and accept the answer. Almost nobody checks, which is a shame, because checking is free, takes about two minutes, and is the one piece of due diligence that actually protects you if things go wrong.

When a licence is legally required

In Arizona, painting work generally requires a licence from the Registrar of Contractors once the total project cost, labour and materials together, exceeds $1,000, or where the work requires a building permit.

That threshold is low enough that essentially any whole-room, whole-house or exterior job is over it. If someone is quoting you a repaint and telling you a licence is not needed, that is worth pausing on.

The classifications to look for

  • R-34 — residential painting.
  • C-34 — commercial painting.
  • CR-34 — dual, covering both residential and commercial.

Checking the classification matters, not just the number

A contractor can hold a valid licence in a classification that does not cover your work. A commercial-only licence does not cover your house.

So the check is two things: that the licence exists and is in good standing, and that its classification matches the job you are hiring for.

How to actually check

  1. Ask for the licence number in writing. A contractor who hesitates at this has answered a different question.
  2. Search it on the Arizona Registrar of Contractors site. The public licence search returns status, classification and complaint history.
  3. Confirm the name on the licence matches the business you are contracting with, not an affiliated or former entity.
  4. Ask for the certificate of insurance, and check it is current. Licensed contractors carry a bond, and employers are required to carry workers' compensation cover.
  5. Check the classification covers residential work if that is what you are having done.

What you give up by hiring unlicensed

The obvious risk is quality, but the real one is recourse. Arizona operates a Residential Contractors' Recovery Fund that can compensate homeowners in certain circumstances, and it is generally not available to homeowners who hired an unlicensed contractor.

So the saving on an unlicensed quote is not really a saving. It is you accepting the risk that the licensing system would otherwise have carried, in exchange for a discount that is usually smaller than the exposure.

There is also the insurance question. If an uninsured worker is injured on your property, the conversation that follows involves your homeowner's policy.
